The county's first courthouse was constructed in 1778, and the surrounding area was named Scottville in honor of General Charles Scott, a Revolutionary War hero. Mosby Tavern, built around 1740 by Benjamin Mosby, played a pivotal role during this period, serving as the initial courthouse and jail for Cumberland County before Powhatan County's formation.

During the Civil War, Powhatan County's strategic location between the James and Appomattox Rivers made it a site of significant military activity.
